The Pinel tax reduction is not received in a single lump sum. It is spread out in sixths (for a 6-year commitment) or ninths (for a 9-year commitment), and each installment is deducted from the income tax due for that year. If the installment for a given year exceeds the tax owed, the excess cannot be carried forward to subsequent years and is not refundable.
According to service-public.gouv.fr, it is no longer possible to make rental investments using the Pinel scheme since January 1, 2025. This page is for those who have already invested. It deals with the annual tax allowance and the handling of any excess. It does not cover the rates for each year, the extension process in detail, the possibility of revoking the tax reduction, or the specific boxes on the tax return: each of these points has its own dedicated page or can be found in the information leaflet for the year in question.
The calendar: from which year to which year
The reduction is granted for the year the property is completed, or for the year of its acquisition if later. For SCPI units, the starting point is the year of subscription (BOFiP BOI-IR-RICI-360 and BOI-IR-RICI-360-30-10).
The reduction is then applied to the tax for that year, and then to the tax for the following five or eight years, depending on the length of the initial lease agreement. Each year receives one-sixth or one-ninth of the total amount.
| 6-year commitment | 9-year commitment | |
|---|---|---|
| Fraction allocated each year | 1/6 of the total amount | 1/9 of the total amount |
| Years of imputation | starting year + following 5 years | starting year + following 8 years |
| Number of imputations | 6 | 9 |
The French government website service-public.gouv.fr provides the same percentage-based mechanism for acquisitions made before 2023 and for Pinel+ properties: 12% of the % tax credit over 6 years ("2% of the % tax credit per year"), and 18% of the % tax credit over 9 years ("2% of the % tax credit per year"). For other investments made in 2023 and 2024, the public information pages mention a tax reduction spread over the rental period, without specifying an annual percentage. The BOFiP (French Official Tax Bulletin), however, establishes the principle of one-sixth or one-ninth of the total amount.
According to impots.gouv.fr, the option between 6 and 9 years is exercised when filing the income tax return, and it is irrevocable.
On which tax is the reduction applied?
The BOFiP (BOI-IR-RICI-360-30-10) specifies the order of operations.
- The reduction is applied to the progressive income tax.
- This tax is determined taking into account, where applicable, the capping of the effects of the family quotient, and after application of the discount where you benefit from it.
- The allocation takes place before that of tax credits and non-final withholding taxes or levies.
- It cannot be offset against taxes levied at a proportional rate.
In other words, the basis for comparison is not your "gross" tax: it is the progressive tax as it appears once the family quotient is capped and the discount is applied.
What happens when the fraction exceeds the tax
The BOFiP (Official Bulletin of Public Finances) is clear: when the tax credit exceeds the tax due, "the balance cannot be carried forward to offset income tax in subsequent years." It adds that "the unused portion of the tax credit cannot be refunded.".
Two rules can be read in the text:
- No postponement. The portion that exceeds the tax for a given year cannot be carried forward to subsequent years.
- No refund. The unallocated portion does not give rise to any payment.
The extension: same mechanism, by thirds
If you extend the commitment for periods of 3 years, the additional tax reduction is applied in thirds to the tax due in the year of the extension and the two following years (BOFiP BOI-IR-RICI-360-60). The rule for excess tax is the same: any excess balance cannot be carried forward to subsequent years and is not refundable. Extension rates and conditions can be found on the dedicated page.
A separate limit: the overall cap
Tax deductions are one thing. The overall cap on tax benefits is a separate limit. According to economie.gouv.fr (page dated April 16, 2026), most schemes are subject to an overall cap of €10,000, and the Pinel tax reduction is one of them. A specific cap of €18,000 applies to certain benefits, including the Pinel and Denormandie schemes in overseas territories.
In addition to these limits, the basis for the reduction is capped at €5,500 per square meter of living space and at €300,000 per taxpayer per year, with a maximum of 2 dwellings per year.
Numerical example (fictitious profile)
Situation. A couple purchased and completed a 50 m² apartment in a multi-unit building in 2024. The apartment is located in a metropolitan area, outside of a priority neighborhood and without any superior quality standards. Assumption: the property also meets the eligibility requirements for the scheme (zone, rent and income ceilings, energy performance). Total cost: €240,000. A 6-year rental commitment is in place, with a 9% interest rate (%) for 2024. The maximum price per square meter is €5,500 x 50 = €275,000, and the annual maximum is €300,000: the tax base used for this calculation is €240,000. Hypothetical scenario: the household's progressive income tax, after family quotient and tax credit, before this tax reduction, is as shown in the table below.
Issue. To determine whether the six annual installments of €3,600 each receive enough tax to offset them.
Strategy. Compare the fraction to the available tax each year. Any excess is not carried forward.
Result.
| Year | Tax before reduction | Expected fraction | Imputed fraction | Lost part |
|---|---|---|---|---|
| 2024 | €4,200 | €3,600 | €3,600 | €0 |
| 2025 | €4,000 | €3,600 | €3,600 | €0 |
| 2026 | €2,400 | €3,600 | €2,400 | €1,200 |
| 2027 | €3,800 | €3,600 | €3,600 | €0 |
| 2028 | €4,100 | €3,600 | €3,600 | €0 |
| 2029 | €4,000 | €3,600 | €3,600 | €0 |
| Total | €21,600 | €20,400 | €1,200 |
The total theoretical reduction is €21,600 (€240,000 x 9 %). €20,400 is allocated. The remaining €1,200 for 2026 is not carried over to any other year.
This profile is fictitious. The price, living area, and tax for each year are assumptions. The calculation ignores other elements of the tax return, the overall cap, and the extension. It illustrates a mechanism and does not predict the outcome for your specific situation.
What changes depending on your situation
- Your tax level year by year. He is the one who decides what share is actually allocated.
- The year of your investment, which sets the rate and therefore the total amount to be distributed.
- The choice of 6 or 9 years, which changes the size of each fraction and the number of years your tax must be able to receive it.
- Your method of detention : directly, jointly or in SCPI units (subscribing to units carries a risk of capital loss).
- Your tax residence. According to impots.gouv.fr, for investments made since 2019, a taxpayer not domiciled in France can benefit from the tax reduction if they were domiciled in France on the date the investment was made. This page does not address the tax credit for non-residents; this must be verified before any decision is made.
- Your other tax advantages, which fall under the same overall cap.
The rule depends on your situation. No results are guaranteed.
Frequently asked questions
Can the excess Pinel tax reduction be carried over to the following year?
No. The BOFiP indicates that the balance cannot be carried forward to the tax of subsequent years (BOI-IR-RICI-360, BOI-IR-RICI-360-30-10).
Is the excess reimbursed by the administration?
No. The unused portion of the reduction cannot be refunded (BOI-IR-RICI-360-30-10).
Which tax is the Pinel reduction applied to?
On progressive income tax, after capping of the family quotient and tax reduction, before tax credits. It cannot be offset against taxes at a proportional rate (BOI-IR-RICI-360-30-10).
Can the Pinel scheme still be subscribed to?
According to service-public.gouv.fr (page verified on 11/03/2026), it is no longer possible to make rental investments with the Pinel scheme since January 1, 2025. For a specific situation, verification should be done with the official source.
Is the Pinel tax reduction subject to the overall cap?
Yes. economie.gouv.fr cites the Pinel reduction among the benefits subject to the overall cap of €10,000, with a specific cap of €18,000 for Pinel and Denormandie in overseas territories.
