PER: Transferring your savings to another plan, deadlines and fees

Transferring an individual PER (Retirement Savings Plan) to another PER is free if you have held the plan for at least 5 years, or if the transfer occurs after the plan's maturity date. Before this point, fees may be charged, up to a limit of 1% of the accumulated savings.

For an individual retirement savings plan (PER), your plan administrator has two months from receipt of the transfer request and supporting documents to provide the new administrator with the necessary information to complete the transfer. This two-month period does not apply to the actual arrival of the savings. The transfer itself must be completed within a maximum of three months for a group company retirement savings plan (PER) and four months for an older product (PERP, Madelin contract, PERCO, Article 83, etc.).

This page deals with fees, processing times, and appeals in case of delays. It does not address the taxation of a transfer, nor the situation of non-residents. It also does not reproduce the texts of the Monetary and Financial Code: the figures come from the government websites cited at the bottom of the page.

These ceilings are maximums. The administration page states that the fees "may be charged": your manager may ask for less, or nothing.

The deadlines in the second column are not of the same nature: 2 months to transmit information in the first case, and a maximum transfer deadline in the other two. In the reviewed pages, the starting point for the 3- and 4-month deadlines is not specified.

Transferring an individual PER to another PER

According to the service-public.gouv.fr website, the plan administrator has two months to provide the new administrator with the information necessary to complete the transfer. This period begins "from the date of receipt of the transfer request and supporting documents." However, the pages reviewed do not specify an overall timeframe for the arrival of the savings in this case. Submit your request in writing, attach the required supporting documents, and keep a record of the sending date.

Regarding fees, the 5-year rule is reiterated on two official websites: service-public.gouv.fr and economie.gouv.fr. The transfer is free "if you have held the product for at least 5 years." The service-public.gouv.fr website adds that it is also free if the transfer occurs after the plan's maturity date. If the product has been held for less than 5 years, the maximum transfer is limited to 1 % of the accumulated savings.

Transferring a group company retirement savings plan

The transfer must be completed within a maximum of 3 months. The fees follow the same logic as for the individual PER: free after 5 years of holding, and a maximum of 1 % of the outstanding balance before then.

Two clarifications come from the service-public.gouv.fr page dedicated to the collective company retirement savings plan (verified on October 12, 2026):

  • While you are with the company, the transfer is limited to one every 3 years; it is possible at any time after your departure; ;
  • The management fees for the group retirement savings plan (PER collectif) are covered by the employer during your employment with the company. They are separate from the transfer fees.

The limit of one transfer every 3 years is listed on this page for the group retirement savings plan (PER collectif). We do not extend this to the individual retirement savings plan (PER individuel): the pages reviewed do not mention it.

Transferring an old product to a PER

According to service-public.gouv.fr, you can transfer to the individual PER (Retirement Savings Plan) the retirement savings products that existed before October 1, 2019. The page lists under these names: the Perp, the Madelin contract, Préfon, the Perco, the Corem, the CRH and the article 83 contract.

The transfer must be completed within a maximum of 4 months. If you have held the product for less than 10 years, the fees may be as high as 5% of the accumulated savings. The page does not specify what applies after 10 years: please contact your advisor before submitting the request.

For a PERP (Retirement Savings Plan), service-public.gouv.fr indicates that you must apply to the managing organization, and that the fees vary depending on the institution. Since October 1, 2020, the PERP is no longer marketed. According to economie.gouv.fr, the managing organization is obligated to open a PER (Retirement Savings Plan) for you upon request.

What the transfer does not change

According to an article published by the AMF Ombudsman in 2022, the transfer does not modify the terms of redemption or liquidation of rights. This article also mentions the obligation for the original manager to provide a precise breakdown of the origin of the transferred funds. This article dates from 2022: please review the rules in effect at the time of your request.

In case of delay: the AMF Ombudsman

The service-public.gouv.fr page dedicated to the individual retirement savings plan (PER) states: "In case of delay, you can contact the Mediator of the Financial Markets Authority." It adds that you should ensure, before making any complaint, that your request falls within the AMF's jurisdiction.

This field is specified by the AMF itself:

  • The Ombudsman can only be contacted if the dispute has already been the subject of a written complaint to the intermediary concerned and if the response has not been satisfactory; the AMF adds that, if no response has arrived within two months of the complaint, the referral remains possible; ;
  • He is not competent in matters of taxation, insurance, banking or credit; ;
  • In a 2022 article on a PER transfer, the Ombudsman writes that he cannot intervene under any circumstances when the party involved is an insurance company, but only with the account holder, a manager regulated by the AMF.

These two official sources don't entirely overlap. We're not making a definitive judgment: depending on the type of plan administrator, the recourse process may differ. First, submit a written complaint to your administrator, then check who to contact before resorting to a mediator. The pages we've reviewed don't mention late payment penalties or any other recourse bodies; therefore, this page doesn't cite any.

Numerical example (fictitious profile)

Situation. Claire, 52, a fictional profile, opened an individual retirement savings plan (PER) 3 years ago. It currently holds €80,000 in savings. She also has an older retirement savings plan (PERP) worth €60,000, which she has held for 7 years. She wants to combine the two into another PER.

Issue. She doesn't know what these transfers might cost her, or if she benefits from waiting.

Strategy. Apply the administration's ceilings to each plan, taking into account the holding period.

Result.

PlanLength of detentionApplicable ceilingMaximum fee
Individual retirement savings plan (PER), €80,0003 years1 % of accumulated savings€800
The same PER, with unchanged savingsat least 5 yearsfree€0
Former Perp, €60,0007 years5 % of accumulated savings€3,000

For the individual PER (Retirement Savings Plan), waiting until 5 years of holding the plan reduces the €800 contribution limit to €0. This doesn't tell you what the plan manager would actually charge, nor what would happen to the investments in the meantime: depending on the chosen investment vehicles (unit-linked funds, stocks), the value of the savings could decrease, with a risk of capital loss. For the PERP (Retirement Savings Plan), the page doesn't specify what applies after 10 years: the calculation stops at the €5,130 limit.

This profile is fictitious. The amounts are hypothetical. The figures illustrate the mechanism and do not predict any outcome for your specific situation.

What changes depending on your situation

  • The type of departure plan: individual PER, collective company PER or former product.
  • The holding period: 5 years for a PER, 10 years for an older product.
  • Your situation in the company, for a collective PER: the limit of one transfer every 3 years applies as long as you are there.
  • The identity of your manager, which determines the possible recourse in case of delay.
  • The fees actually charged by your manager, below the limits.

This page does not provide the exact amount of your fees or the arrival date of your savings. No results are guaranteed.

Frequently asked questions

Yes, service-public.gouv.fr lists them among the products transferable to an individual retirement savings plan (PER). For a PERP, the request is made to the managing organization. For other products, contact your administrator.

Can I transfer my company retirement savings plan (PER) as many times as I want?

What should be done if the transfer is delayed?

Service-public.gouv.fr indicates that you can contact the AMF Ombudsman in case of delays. Check your specific situation before contacting them.
