Buying a property in Portugal triggers two taxes upon acquisition, followed by an annual tax. For the IMT (Immobilier Transaction Tax), the leaflet publishes tables of rates according to the price and use of the property. Stamp duty adds 0.8% of the price. The IMT is an annual tax, ranging from 0.3% to 0.45% for urban properties. On a hypothetical property worth €450,000 in mainland Portugal, the IMT for a primary and permanent residence is €22,236.65.
This page follows the official leaflet of the Portuguese Tax Administration (Autoridade Tributária e Aduaneira), dated May 2026, whose IMT tables have been in effect since January 1, 2026. It deals with mainland Portugal. It does not address the IMT tax base, payment dates, IMT exemptions, or the specific situation of a non-resident buyer: the leaflet does not provide this information.
The three taxes at a glance
| Tax | When | Rates, according to the leaflet |
|---|---|---|
| IMT | When buying | Tranches from 0 to 8, then flat rates of 6 and 7.5 for a dwelling; 6.5 for another urban property; 5 for a rural property |
| Stamp tax | When buying | 0.8 % on the onerous acquisition of real estate |
| IMI | Every year | 0.3 % to 0.45 % for urban properties, 0.8 % for rural properties |
IMT: the table depends on the use of the dwelling
The leaflet includes three tables for purchasing a home. The first (paragraph a) of Article 17 of the CIMT) concerns housing intended exclusively for primary and permanent residence. The third (paragraph c) concerns housing intended exclusively for residential use, without the mention of primary and permanent residence. The leaflet does not detail the conditions for this classification: it must be verified with a Portuguese notary or the relevant authorities.
The calculation is simple. You identify the price bracket, apply the rate of that bracket to the entire price, then subtract the corresponding parcel to be deducted.
Own and permanent residence (mainland Portugal)
| Purchase price (€) | Rate | Plot to be deducted (€) |
|---|---|---|
| Up to 106,346 | 0% | 0 |

Housing (mainland Portugal)
| Purchase price (€) | Rate | Plot to be deducted (€) |
|---|---|---|
| Up to 106,346 | 1% | 0 |
| From 106,346 to 145,470 | 2% | 1,063.46 |
| From 145,470 to 198,347 | 5% | 5,427.56 |

| Beyond 1,150,853 | Single rate of 7.5 % | not applicable |
Young people aged 35 or younger. The leaflet includes a table for owner-occupied and permanent residences acquired by young people aged 35 and under, applicable from August 1, 2026. It sets a rate of 0% (%) up to €330,539, then 8% (%) from €330,539 to €660,982 with a deduction for a plot of land worth €26,443.12, and then the same flat rates of 6% (%) and 7.5% (%). The leaflet provides no other conditions besides age and date.
Other goods and fixed rate of 10 %
For the purchase of a rural property, the rate is 5 %. For other urban properties and other expensive acquisitions, it is 6.5 %. The leaflet also mentions a fixed rate of 10 %, without exemption or reduction, when the purchaser is domiciled in a country, territory, or region with a more favorable tax regime, or controlled by such an entity. The leaflet specifies that this rate does not apply to individuals.
Azores and Madeira
In the autonomous regions of the Azores and Madeira, the amounts in the bracket are multiplied by a coefficient of 1.25. The leaflet publishes specific tables. For owner-occupied and permanent residences, the rate is 0 % up to €132,933, and the flat rate of 6 % applies from €826,228 to €1,438,566.
The IMI: Annual rates and municipal margins
| Property type | IMI rate |
|---|---|
| Rustic goods | 0.8% |
| Urban assets | 0.3 % to 0.45 %, up to 0.5 % in municipalities with a local economic support program |
Municipalities can adjust certain rates:
- surcharge of up to triple for a vacant or ruined urban property; ;
- reduction or increase of up to 30 % for properties located in urban rehabilitation or anti-desertification zones; ;
- reduction of up to 20 % for a rented urban property; ;
- surcharge up to 30 % for a damaged property; ;
- reduction up to 50 % for a property classified as being of public interest, of municipal value or of cultural heritage.
For a taxpayer's primary and permanent residence with dependents, municipalities may also grant a fixed reduction: €30 for one dependent, €70 for two, and €140 for three or more. The leaflet gives the rates, not the property value to which they are applied.
AIMI on high real estate assets
The AIMI is an additional tax on taxable value after a deduction of €600,000. For individuals, the rate is 0.7% of taxable value up to €1,000,000, 1% of taxable value from €1,000,000 to €2,000,000, and 1.5% of taxable value above that. These thresholds are doubled for spouses or common-law partners.
French tax resident: the IFI (French wealth tax) is added.
A French tax resident is subject to the French wealth tax (IFI) on their real estate assets and rights located in France or abroad when their net taxable wealth exceeds €1,300,000 on January 1st (impots.gouv.fr, page modified on 08/04/2026). Property purchased in Portugal can therefore be included in this tax base.
IMT, stamp duty and IMI on a purchase of €450,000: numerical example (fictitious profile)
Situation. Sonia and Paul, a fictional couple, buy an apartment for €450,000 in mainland Portugal. They compare two possible classifications: a dwelling intended for their own permanent residence, or simply intended for habitation.
Issue. How much acquisition tax is there, and what is the difference according to the applicable table?
Strategy. Apply the tables from the leaflet and add the stamp duty of 0.8 %. For the IMI, assume a retained value of €300,000: the assumption is that of the profile, the leaflet does not give the basis.
Result.
| Table applicable | IMT | Stamp at 0.8 % | Total at purchase |
|---|---|---|---|
| Clean and permanent dwelling | €450,000 × 8 % − €13,763.35 = €22,236.65 | €3,600 | €25,836.65, or 5.74 % of the price |
| Housing | €450,000 × 8 % − €12,699.89 = €23,300.11 | €3,600 | €26,900.11, or 5.98 % of the price |
The difference between the two figures is €1,063.46. For reference, the 6.5% % rate for other urban properties would result in €29,250 in property tax on the same price. If the buyer were 35 years old or younger and the young person tax brackets applied, the property tax on this price would be €9,556.88. Regarding the municipal property tax, a value of €300,000 would yield between €900 (0.30 %) and €1,350 (0.45 %) per year, before municipal adjustments. The profile and its amounts are hypothetical.
What changes depending on your acquisition situation
- The classification of the property: separate and permanent dwelling, other dwelling, other urban property or rural property.
- The location: mainland Portugal or autonomous regions, and the municipality for the IMI.
- Your age, if the youth table applies from August 1, 2026.
- The status of the purchaser: natural person or entity, domiciled or not in a more favorable tax regime.
- Your tax residence (France or Portugal) and the French IFI.
- The level of real estate assets, for AIMI.
The rule depends on your situation. No results are guaranteed. Portuguese law is validated with a local professional.

What is the IMI rate on a property?
0.3 % to 0.45 % for an urban property, up to 0.5 % in some municipalities, with municipal increases and decreases.
