A French citizen planning to stay in Switzerland for more than three months must contact the cantonal migration office of the canton where they intend to reside before entering Switzerland to apply for a residence permit. The EU/EFTA B permit is valid for five years. It is granted to those who can demonstrate a commitment of at least one year, or, if they are not gainfully employed, to those who can demonstrate sufficient financial resources. This rule originates from the State Secretariat for Migration (SEM); France Diplomatie only provides guidance on the application process with the cantonal office.
This page deals with the conditions of the B permit for a French national, its duration, its extension and two neighbouring permits, the L and the C. It does not deal with the amounts in Swiss francs which set the "sufficient means", the procedures specific to each canton, health insurance (separate page), nor the taxation of the installation.
A note on the dates before going into detail: the pages on the SEM website for B, L, and G permits indicate "Last modified 01.01.2022". The page for permit C indicates "Last modified 01.03.2021". We are quoting them exactly as they are displayed, with this date. Before taking any action, check the applicable regulations with the cantonal migration office.
The framework: the "EU/EFTA" track of the SEM
The State Secretariat for Migration (SEM) categorizes permits for citizens of the European Union and EFTA countries into an "EU/EFTA" track. The conditions below are those it imposes on these citizens, and France is listed on the page for permit C. On the SEM's page dedicated to free movement (updated 15/09/2026), the Agreement on the Free Movement of Persons (AFMP), "signed on 21 June 1999 between Switzerland and the European Union," "has been in force since 1 June 2002." It "facilitates the conditions of residence and employment for citizens of the European Union (EU) in Switzerland.".
France Diplomatie clarifies the practical starting point on a page updated on September 15, 2026. A French citizen must be "in possession of a valid national identity card or passport." For a stay of more than three months, they must, before entering Switzerland, "contact the cantonal migration office in the canton where [they intend] to settle" in order to apply for a residence permit.
What is a Category B driving licence?
According to the State Secretariat for Migration (SEM), "holders of a residence permit are foreign nationals, whether or not they are engaged in gainful employment." The B permit is this residence permit. The SEM website adds that it has "a validity period of five years.".
There are two eligibility conditions for a French citizen, depending on whether or not you are engaged in gainful employment.
| Your situation | Condition set by the SEM |
|---|---|
| You are employed by an employer | Prove a commitment for an indefinite period, or for a fixed period of at least one year (365 days) |
| You do not engage in any gainful activity | Prove that you have sufficient financial resources |
For the second line, the SEM fact sheet "Stay in Switzerland without gainful employment" adds a requirement for health and accident insurance covering all risks. This fact sheet is undated; its footer reference is "SP_08/23".
If you are employed: a commitment of at least one year
The SEM writes that the B residence permit "is granted to EU/EFTA citizens who can prove that they have been engaged for an indefinite period" or "for a fixed period of at least one year (365 days)".
The threshold is a number of days. An 11-month contract does not reach it. The SEM describes another permit, the L permit, for shorter stays, which is presented below.
The SEM's page on the B permit does not address the case of self-employment. If you are starting a business in Switzerland, the page does not specify which conditions apply to you: you should contact the cantonal office for this information.
If you are not working: sufficient means and insurance
A retiree, a pensioner, or a non-working spouse falls under the second condition. According to the SEM, nationals of an EU/EFTA state who are not gainfully employed are entitled to a type B permit, provided they can prove they have sufficient financial resources.
The threshold of "sufficient resources"«
The SEM fact sheet does not give an amount. It refers to two benchmarks.
- For a non-working person, resources are sufficient if they exceed the social assistance threshold. This threshold is set according to "the amounts recommended by the Swiss Conference of Social Welfare Institutions (CSIAS Standards)".
- For a pensioner, resources must exceed "the amount entitling them to supplementary benefits in Switzerland".
We do not publish a figure: no amount in Swiss francs is indicated in the sources consulted. The calculation depends on your situation and your canton.
Insurance and the family
The form requires health and accident insurance covering all risks. It specifies that resources and insurance must be sufficient for the individual and their family members.
Duration, extension and monitoring along the way
| Step | Ruler |
|---|---|
| Duration of the first permit | Five years |
| Extension | Extended for five years if the required conditions are met. |
| Involuntary unemployment | The first extension may be limited to one year if the person has been involuntarily unemployed for more than twelve consecutive months. |
| Without gainful activity | The authorities may request the revalidation of the authorization after two years, insofar as the required financial resources no longer appear to be guaranteed. |
| Conditions not met | The authorization may be revoked or its renewal refused. |
The line "involuntary unemployment" comes from the SEM page on category B driving licenses, the line "revalidation" from the information sheet on stays without gainful employment. The two texts are not from the same period. We are not combining them into a single rule.
After arrival: the statement
According to the SEM (State Secretariat for Migration) information sheet, foreign nationals must, after three months of residence, "declare their arrival to the authorities designated by their canton of residence." The sheet does not specify which local authority receives this declaration, nor the exact deadline for its submission. These details should be inquired with your canton. The sheet also describes the five-year B permit as "valid throughout Switzerland.".
The neighboring permits: L and C
The L permit, for a short stay
The SEM describes the L permit as a short-term authorization, granted "generally for a period of less than one year." It can be extended "up to a total of twelve months." The page indicates that employment relationships lasting less than three months during the calendar year do not require authorization and fall under the "online notification procedure.".
The C permit, establishment
The C permit is the permanent residence permit. According to the SEM website, nationals of several countries, including France, "obtain a permanent residence permit after five years of continuous and legal residence in Switzerland," provided that the conditions for granting it are met, in accordance with settlement agreements and the principle of reciprocity. The same website states that "the right of residence is of indefinite duration.".
Category B driving licence in Switzerland: numerical example (fictitious profile)
Situation. Marc, a Frenchman, is hired by a Swiss company starting September 1, 2026. He is offered two contracts: one until August 31, 2027, the other until July 31, 2027. His aunt Hélène, a retired French woman with no employment, plans to move in on March 1, 2027.
Issue. Marc needs to know which of the two contracts reaches the one-year threshold. Hélène needs to know when the arrival declaration is required and when the authorities can request a renewal.
Strategy. Apply the SEM thresholds. For Marc, count the days of the contract against the 365 days. For Hélène, start from the arrival date, assuming her permit is issued on that day (hypothesis).
Result.
| Profile | Calculation | Result |
|---|---|---|
| Marc, contract until 31/08/2027 | From 01/09/2026 to 31/08/2027, including terminals | 365 days: the 365-day threshold has been reached |
| Marc, contract until 31/07/2027 | From 01/09/2026 to 31/07/2027, including terminals | 334 days: the threshold has not been reached |
| Hélène, arrival declaration (for stays exceeding three months) | 01/03/2027 + 3 months | after 01/06/2027 |
| Hélène, rehabilitation is possible if the required financial resources no longer seem guaranteed. | 01/03/2027 + 2 years | from 01/03/2029 |
| Hélène, end of the five-year period (if permit issued on 01/03/2027) | 01/03/2027 + 5 years | 01/03/2032 |
These dates are calculations based on assumptions. The actual issuance date and the renewal decision are the responsibility of the canton. Marc and Hélène are fictitious profiles.
