Taxation and residency

Living in Sweden: tax residency, 2026 state tax and ISK account

Sweden is distinguished by a two-tiered income tax system, a flat-rate securities account (ISK), and a departure rule that can extend taxation for up to five years after leaving the country. This page is based on information from the Swedish Tax Agency (Skatteverket). It explains what these sources establish, what falls under French jurisdiction, and what should be verified with a Swedish professional. Withholding tax information between the two countries is available on the page about... France-Sweden tax treaty.

Three gateways to unlimited taxation

Skatteverket distinguishes between unlimited liability (obegränsat skattskyldig) of limited liability. One is subject to unlimited liability in one of these three cases:

  • we are domiciled (bosatt) in Sweden; ;
  • one stays there stably for six months or more in a row: «Du vistas stadigvarande i Sverige sex månader eller längre i följd»; ;
  • One develops a strong attachment to it after having lived there.

A stay is counted per night: a stay is considered to have occurred if the night's rest takes place in Sweden. Short interruptions do not break a stable stay, but an absence of six months or more does. A person who does not meet any of the three criteria is subject to limited taxation and falls under the special SINK tax, unless they opt out, as explained below. This page was last modified on 30/07/2026.

For France, the question arises with regard to the criteria of Article 4 B of the French General Tax Code (CGI): see our page on the three criteria for French tax residency.

Leaving Sweden: five years of attachment to demonstrate

Leaving Sweden does not automatically sever tax ties. The Swedish Tax Agency (Skatteverket) states: "Du kan också vara obegränsat skattskyldig om du tidigare bott här och fortfarande har väsentlig anknytning till Sverige." For five years after leaving Sweden, a citizen, or someone who has lived in Sweden for at least ten years, must demonstrate that they no longer have essential ties to the country. After five years, tax liability becomes limited, unless the Swedish Tax Agency determines that the individual remains fully liable due to an essential ties.

The criteria cited are nationality, permanent residence, family ties, and employment or economic interests in Sweden. The page also reminds readers that the obligation to pay tax in Sweden is "upphör inte automatiskt": a Swedish tax return may still be required after leaving Sweden, for example, for assets or capital income located in Sweden.

For the exit from France, see Leaving France, exit tax and tax residence.

Income tax 2026: one municipal level and one state level

For the 2026 revenue year, Skatteverket indicates:

  • an average municipal rate of 32.38 %; ;
  • a state tax of 20 % on the portion of taxable labor income exceeding 643,000 SEK (the skiktgräns): «På den beskattningsbara förvärvsinkomsten som överstiger 643,000 kronor är den statliga inkomstskatten 20 percent»; ;
  • a state tax of 30 % on capital income.

The municipal rate varies from one municipality to another; only the average is given. The basic allowance (grundavdrag) depends on income and is not included here.

Contributions: capped pension, employer and self-employed contributions

The 2026 amounts page provides three benchmarks:

  • the general pension contribution of the employee is 7 % of the income from activity, capped at 47 100 SEK: « 7 procent av förvärvsinkomsten men högst 47 100 kronor »; ;
  • Employer contributions total 31.42 % for people born from 1959 to 2002; ;
  • L'’egenavgift The complete amount for a self-employed person born in 1959 or later is 28.97 %.

The CLEISS fact sheet on Sweden covers the year 2024. Its rates are identical to those of 2026 (employer 31.42 %; self-employed 28.97 %; pension 7 %); only the pension contribution ceiling differs, expressed as an income (SEK 614,934 in 2024) and not as a contribution (SEK 47,100 in 2026). We are using the 2026 figures from Skatteverket. For an employee sent from France, see our page on the secondment and social security.

The ISK account: a flat-rate tax on capital

The ISK-type securities account (investorssparkontoThe Swedish Tax Agency (Skatteverket) does not tax actual gains. It applies a flat-rate income to capital held: for 2026, this is 3.55 SEK % of the capital, which is the government bond rate of 2.55 SEK % plus 1 percentage point: "Schablonintäkten för inkomstår 2026 blir då 3,55 procent av kapitalunderlaget (2,55 procent + 1 procent)". The Swedish Tax Agency indicates that the tax is 1.065 SEK % (30 SEK % × 3.55 SEK %) on capital exceeding the exemption threshold of SEK 300,000. This exemption is automatically deducted as capital assets in the tax return and applies to all savings (ISK, life insurance, PEPP).

This account is a Swedish product: its status from a French perspective (account declaration, tax treatment of income received) is not addressed here. For accounts and contracts opened abroad, see declare a life insurance contract opened abroad and the page on the foreign capital income and tax credit.

SINK: the special tax for non-residents

Limited persons subject to tax, for example those receiving a salary from a Swedish source, are subject to a special withholding tax, the SINK, unless they choose otherwise: "särskild inkomstskatt med 22.5 procent", therefore 22.5 % for 2026 (15 % for maritime income).

Real estate: municipal tax and sale of the residence

For a house, the municipal tax is 0.75% of the assessed value, capped at SEK 10,425. On the sale of a private residence, 22/30 of the capital gain is taxed. The source does not specify other cases, which we have not reviewed.

Double taxation: the tax credit and the certificate of residence

Proof of residence (hemvistintyg) is being asked on the Skatteverket online service. Under most tax treaties, the relief takes the form of a credit for foreign tax in the country of residence, claimed in the tax return: "Du begär avräkning av den utländska skatten under övriga upplysningar i din inkomstdeklaration." On the French side, the mechanics of the tax credit are explained on our page about...«elimination of double taxation.

Income of 700,000 SEK and ISK account: numerical example (fictitious profile)

Profile. A person resident in Sweden throughout 2026 has a taxable employment income of SEK 700,000. They also hold an ISK account with SEK 1,000,000, which is assumed to be the only savings affected by the SEK 300,000 exemption.

Strategy. State tax is calculated on the portion above 643,000 SEK, then the flat-rate income from the ISK account.

Result. State tax is SEK 11,400: 20 % of SEK 57,000. This is in addition to municipal tax, which we are not calculating due to the lack of a tax rate from the municipality. For state tax, the standard income is SEK 35,500 (3.55 % of SEK 1,000,000); taxed at 30 %, it yields SEK 10,650, which corresponds to 1.065 % of the capital. With the exemption of SEK 300,000, automatically deducted, the tax is SEK 7,455 (1.065 % of SEK 700,000). These amounts are hypothetical and do not take into account any deductions.

What this page does not cover

  • Inheritance tax, wealth tax and local life insurance: none of the official Swedish pages I read describe them.
  • The residency procedures for French nationals: the consulted document is not dated.
  • Contributions according to CLEISS (2024 vintage).
  • The basic allowance and the rate for your municipality.

What changes depending on your situation

  • The number of nights spent in Sweden and the continuity of the stay.
  • Your ties (housing, family, activity) in case of departure, and the fact of having lived in Sweden for at least ten years.
  • The nature of your income: work, capital, ISK account, real estate.
  • The municipality of residence sets the municipal rate.

A Swedish rule must be interpreted in light of the facts of your case. No outcome is guaranteed, and its application is validated with a Swedish professional.
