To take out insurance with the French Overseas Social Security Fund (CFE), the information sheet on service-public.gouv.fr requires you to meet one of three conditions, not all three. This page outlines these conditions in the context of retirement for an employee working abroad in a country without a social security agreement with France. Either you contributed to the French retirement insurance system for six months before your departure and have been out of contributions for less than six months; or you were covered by a French mandatory health insurance scheme for at least five years if you were not born in France; or you were covered by such a scheme, without any minimum duration requirement, if you were born in France. Membership does not cover periods already spent abroad.
This page is based on four fact sheets from service-public.gouv.fr, the verification dates of which are provided. It does not cover: the amount of contributions (the fact sheet refers to an online quote and provides no figures), the levels of reimbursement for healthcare costs, the list of countries that have signed an agreement with France, or the duration of secondments. It only deals with the employee.
What is the purpose of membership?
According to the information sheet verified on October 9, 2025, the membership form is intended for "employees working abroad in a country or territory that has not signed a social security agreement with France" who wish to make voluntary contributions "so that their periods worked abroad are taken into account by the French National Retirement Insurance Fund (Assurance retraite)." Contributions paid to the CFE are then transferred to the French National Retirement Insurance Fund.
The treatment of years worked abroad depends on the country, according to the information sheet on service-public.gouv.fr verified on September 1, 2025:
| Country of employment | Periods worked, for French retirement |
|---|---|
| European Union, EEA, Switzerland, United Kingdom | Taken into account as if they had been carried out in France |
| Country linked to France by a social security agreement | Taken into account in the same way; with several countries, calculation agreement by agreement. |
| Other countries | Not taken into account by French pension schemes |
The information sheet explains CFE membership in the section dedicated to expatriate employees in countries without agreements with the French social security system. It also indicates that membership "may allow you to retain the equivalent of French social security reimbursements for healthcare expenses." This page only addresses the retirement aspect.
The three conditions for membership
The notice states: "You must meet one of the following 3 conditions.".
| Condition | What the information sheet says |
|---|---|
| 1. Recent contribution to the retirement insurance scheme | Having contributed to the French retirement insurance system for 6 months before leaving France, and having ceased to be covered by this system for less than 6 months on the date the application is received by the CFE (French Health Insurance Fund for French Nationals Abroad) |
| 2. Five years of French health insurance, if you were not born in France | To have been covered by a French compulsory health insurance scheme for at least 5 years, continuously or discontinuously |
| 3. Born in France | Having been covered by a French compulsory health insurance scheme, without any time limit |
Three points of view:
- Condition 1 operates on two reference points. It covers the contribution period preceding your departure and the time between the end of your membership and the receipt of the request. The document does not specify what is considered the end date of membership: this should be verified before exceeding six months.
- Condition 2 accepts a discontinuous duration. The record states "continuously or discontinuously".
- Condition 3 does not require any duration. It is sufficient for a person born in France.
What membership does not do
- It doesn't make up for the past. The information sheet states: "CFE membership cannot cover periods already completed abroad." Joining after several years in a given location does not validate those years.
- It does not replace the employment regime of the country. Even with voluntary insurance, you must pay the contributions required by the pension scheme of the country where you work.
- She doesn't say what you will pay. The information sheet suggests "requesting a quote for your membership fee and joining the CFE online." No fee schedule is provided, nor does this page publish one.
The procedure and the required documents
The membership form should be returned by mail to the address indicated on the form, or by email. According to the information sheet verified on October 9, 2025, the required documents include:
- a copy of the national identity card or passport; ;
- an extract of your birth certificate if you do not have a Social Security number; ;
- Certified copies from your employer of your last 3 payslips; if you have been working abroad for less than 3 months, a certificate from your employer or a certified copy of your employment contract, specifying your gross annual salary and the date of hiring; ;
- a bank or postal account statement, or a statement from your bank in France or abroad; for the United States and Canada, the form requests instead a voided check in your name.
Supplementary pension abroad
For supplementary insurance, the service-public.gouv.fr fact sheet distinguishes two cases, with a reference to Malakoff Humanis International Agirc-Arrco.
- Your employer has implemented a group contract for its expatriate employees.
- Alternatively, you can join individually, "unless you are a national of the country in which you are employed.".
You must have contributed to the Agirc-Arrco supplementary pension scheme for a previous job, or contribute to the CFE retirement insurance scheme. For individual membership, the information sheet states a deadline: "You have 12 months to join." It adds: "After this deadline, the membership date is set at January 1st of the current year, unless late payment penalties are paid." It does not specify when this deadline begins: this needs to be verified.
Upon returning to France
The information sheet on health insurance coverage upon returning to France (verified on October 2, 2025) reminds you that you ceased to be covered by the French social security system during your time abroad, unless you took out voluntary insurance. For returning from a country other than the European Union, the EEA, Switzerland, and the United Kingdom, it distinguishes between two specific scenarios.
- If you have contributed to the CFE, You may be eligible, under certain conditions, for benefits under the CFE expatriate scheme "for the 3 months following your return". The information sheet does not detail these conditions.
- If you have not contributed to the CFE, The document distinguishes between two situations:
- you find work immediately The information sheet indicates that affiliation to Health Insurance based on professional activity is acquired from the first hour worked. As soon as you have your employment contract, you go to the CPAM (Primary Health Insurance Fund) of your place of residence to activate your rights, with the completed form S 1106 and supporting documents; ;
- you do not find work immediately To obtain health insurance coverage, the information sheet indicates that a residency period of 3 consecutive months in France must be observed. You must also submit the completed S 1106 form, along with supporting documents, to the CPAM (French Health Insurance Fund) office in your place of residence.
The factsheet deals with other situations (unemployment benefits, lack of coverage, retiree) which are not covered here.
Numerical example (fictitious profile)
Situation. Nadia, an employee, born outside of France (hypothesis), leaves to work in a country without a social security agreement with France (hypothesis), on September 1, 2027. She was covered by a French compulsory health insurance scheme from September 1, 2019 to May 31, 2021, then from March 1, 2024 to August 31, 2027 (hypotheses).
Issue. Since Nadia was born outside of France, condition 3 does not apply to her. Does she meet the 5-year condition?
Strategy. Count both periods of affiliation, since the record accepts a duration "continuously or discontinuously". Calculation assumption: the two periods are counted together.
Result.
| Month of attachment | 5-year threshold (60 months) | |
|---|---|---|
| From 01/09/2019 to 31/05/2021 | 21 | |
| From 01/03/2024 to 31/08/2027 | 42 | |
| Nadia's Total | 63 months (5 years and 3 months) | Achieved, with a 3-month buffer |
| Variant: only the second period | 42 | Not reached, 18 months short |
With her two periods, Nadia reaches 63 months. Without the first, she would only have 42 and would be 18 months short: she would then have to look at condition 1. This condition depends on the end date of affiliation and the date the application was received; it is not calculated here.
This profile is fictitious: the dates and country are hypothetical. The calculation is based on a count of complete calendar months. It does not reflect your current situation and does not indicate the amount of the contribution.
What changes depending on your situation
- Your place of birth He decides between condition 2 and condition 3.
- Your periods of attachment in France : their total and their dates, including separate periods.
- The country of employment The first document concerns a country without a social security agreement. Another document, verified on January 11, 2023 (and therefore older), also mentions CFE membership for expatriates in the EEA or Switzerland, in addition to contributions to the country's mandatory social security scheme. The two documents do not have the same scope: do not generalize.
- Your nationality, for individual membership in the supplementary insurance.
- The timetable : the 6-month (condition 1) and 12-month (supplementary) deadlines.
The rule depends on your situation. No results are guaranteed.
