LDDS: ceiling, rate and opening conditions

The Sustainable and Solidarity Development Savings Account (LDDS) has a deposit limit of €12,000, excluding interest. Its interest rate is 1.7% for the period from August 1, 2026, to January 31, 2027. To open one, you must be a French tax resident. Each taxpayer is entitled to only one LDDS, regardless of income. Interest earned is exempt from income tax and social security contributions, according to economie.gouv.fr.

This page describes the rules of the savings account. It does not address the situation of non-residents or French citizens living abroad, the transfer of a LDDS from one bank to another, or the LDDS inactivity period. These points should be verified with the bank.

According to economie.gouv.fr, the increase in the rate to 1.7% per 100,000 TND is based on the decree of July 28, 2026, concerning the interest rates of certain regulated savings products. The press release from the Ministry of the Economy dated July 15, 2026, specifies that the LDDS rate is set at 1.7% per 100,000 TND as of August 1, 2026, the same as that of the Livret A savings account.

Who can open an LDDS?

Tax residence in France

Service-public.gouv.fr and economie.gouv.fr both state the same requirement for opening a LDDS (Sustainable Development Savings Account): having your tax residence in France. Service-public.gouv.fr specifies that there is no income requirement. This requirement distinguishes the LDDS from the Livret A (regulated savings account), for which service-public.gouv.fr indicates there are no age, nationality, or tax residency requirements in France.

For a business owner, executive, or family preparing to leave France, the question arises before departure: official sources do not specify what happens to an existing LDDS (Sustainable Development Savings Account) when the tax residence leaves France. It is necessary to contact the bank before leaving.

One booklet per taxpayer

Each taxpayer is entitled to only one LDDS (Sustainable Development Savings Account). Each spouse or civil partner filing jointly may hold one, meaning two accounts for a couple. The account is personal: it cannot be held jointly with another person.

If a person holds several LDDS accounts, service-public.gouv.fr indicates that the most recent one is cancelled and that the funds are transferred to a holding account.

The miners

Economie.gouv.fr and service-public.gouv.fr do not formulate the rule in the same way:

  • economie.gouv.fr mentions the opening for "minors with personal income who are no longer fiscally attached to their parents' household"; ;
  • service-public.gouv.fr states: "An adult (or minor) cannot hold a LDDS account as long as they are financially dependent on their parents."«

Both texts mention tax dependency on the parents. For a child, the applicable rule should be verified with the bank before taking any action.

How does the booklet work?

Ceiling and interest

The maximum amount is €12,000, excluding accrued interest. Interest can exceed this limit: on December 31st of each year, the accumulated interest is added to the principal. Interest is calculated on the 1st and 16th of each month.

Deposits, withdrawals, closing

Deposits and withdrawals are unrestricted, up to the account limit (service-public.gouv.fr). Banks set a minimum of €10 for each transaction (service-public.gouv.fr). The balance cannot fall below €10. There is no legal minimum for the initial deposit: according to economie.gouv.fr, it is generally set at €10 or €15, and according to service-public.gouv.fr, most institutions require €10. The account holder can fund their savings account by transferring money from an account held at another bank. The account can be closed free of charge at any time, simply by sending a letter to the bank.

What are the funds used for?

According to economie.gouv.fr, the funds raised allow banks to grant sustainable development loans for energy-efficient home renovations. Banks also offer account holders the opportunity each year to make a gift to social and solidarity economy organizations.

Numerical example (fictitious profile)

Situation. A married couple, subject to joint taxation and fiscally domiciled in France, has €30,000 of cash to keep available.

Issue. A LDDS (Sustainable Development Savings Account) has a limit of €12,000 per account. The couple wants to know how much of that amount can be deposited into it.

Strategy. Each spouse opens their own LDDS (Sustainable Development Savings Account), which is permitted by law for spouses filing jointly. The couple then reviews their remaining balance outside of the LDDS.

Result.

ItemAmount
LDDS ceiling€12,000
Two booklets (one per spouse)€24,000
The remaining task is to place it outside of the LDDS.€6,000
Gross interest on a full savings account over 12 months, at 1.7% (%)€204.00
Gross interest on two full savings accounts over 12 months, at 1.7 %€408.00

The calculation is simplified: it assumes two full savings accounts (€12,000 each) for twelve months, a constant interest rate of 1.7%, and ignores the bi-weekly calculation. However, the rate is fixed for a period ending on January 31, 2027. Interest earned on the LDDS (Sustainable Development Savings Account) is exempt from income tax and social security contributions, according to economie.gouv.fr. The remaining €6,000 can be invested elsewhere, depending on the time horizon and the couple's needs. This scenario is hypothetical. The figures illustrate the calculation and do not reflect your specific situation.

What changes depending on your situation

  • Your tax residence: it determines the opening of a LDDS, and a departure from France must be prepared with the bank before the date.
  • Your family situation: one passbook per taxpayer, two for a couple subject to joint taxation.
  • The tax status of a child in your household, which affects the possibility for him/her to hold a LDDS.
  • The amount to be invested, in view of the ceiling of €12,000.
  • The validity period of the rate: the announced period ends on January 31, 2027.

No results are promised.
