ADR assistance for the retirement of a self-employed person in difficulty: conditions, €10,000 limit and application process

The ADR (Retirement Transition Support) is a one-time financial assistance payment, capped at €10,000, for self-employed individuals facing financial difficulties as they approach retirement. It is subject to four conditions: having reached the legal retirement age, having contributed for more than 15 years and accumulated more than 60 quarters of contributions, having worked at least 50 quarters of self-employment, and not having been subject to income tax in the two calendar years preceding retirement. The amount is determined on a case-by-case basis. It is paid only once. The decision cannot be appealed.

This page follows information sheet F31263 from service-public.fr (verified on 21/11/2025) and the R71806 form page. It does not address the tax treatment of the aid, the average amount paid, or the situation of non-residents or regulated liberal professions. The information sheet is dated 21/11/2025: please review the online version before submitting.

Who is the ADR aimed at?

According to the information sheet, the ADR "only concerns sole proprietors and micro-enterprises." Official statements are inconsistent regarding the situation of micro-entrepreneurs: confirm your case with the Urssaf before submitting.

The case of a company director is not so clear-cut. The service-public.fr factsheet on the social consequences of dissolution for company directors (F38682, verified on 01/04/2026) indicates that the director of a dissolved company, nearing retirement age, who "experiences financial difficulties," can benefit from a retirement support program, and refers to the ADR factsheet. The two factsheets do not perfectly overlap. The rule depends on your status, which should be verified before filing (see the last section).

The four conditions

ConditionWhat the information sheet says
AgeHaving reached the legal retirement age
TermHaving contributed for more than 15 years and accumulated more than 60 quarters of activity "as a self-employed worker"«
CareerAt least 50 quarters obtained through "self-employed" activity (i.e., non-salaried)
TaxNot being subject to income tax for the two calendar years preceding retirement

The document presents them as the conditions to be met.

To determine the legal retirement age, service-public.fr (information sheet F33841, verified on 05/13/2026) indicates 64 years for people born on or after January 1, 1969. A full pension is automatically granted at age 67, regardless of the length of insurance coverage. For earlier generations, the age depends on the year of birth: see the table in the information sheet.

Four demand situations

Your situationWhen to ask
New retireeWithin the year of retirement, upon receipt of the final notification
Retired person combining work and retirement benefitsThe information sheet states that you can request help, without further details.
Still working, actively contributing (craftsman, trader, micro-entrepreneur, collaborating spouse)See the deadlines below
A future retiree who is struggling to pay his contributionsNo earlier than 6 months before departure; the aid is paid upon cessation of activity

The deadlines

The document gives two deadlines:

  • either "within the 6 months preceding retirement" for contributors who are not up to date; ;
  • or "within 12 months from the date of retirement".

The information sheet does not define the term "non-up-to-date contributors." It also states, for new retirees, that the application must be made "within the year of retirement," without mentioning the 12-month deadline following retirement. Confirm with the Urssaf (French social security agency) the deadline that applies to your situation before waiting.

The amount

The aid "cannot exceed €10,000". It is determined on a case-by-case basis according to your income. Three rules govern its use:

  • It is paid in a single lump sum, at the time of cessation of activity or in the year of retirement; ;
  • It cannot be renewed; ;
  • It cannot be used to buy back quarters of contributions.

The document does not specify the average amount paid or how the income is weighed.

The process, step by step

  1. Complete the form «"Request for retirement support (ADR)," reference R71806, available online. No Cerfa number is indicated.
  2. Attach the pieces : your last 2 tax assessments or non-assessment notices, your retirement notifications or retirement application filing notices, and a bank account statement (RIB).
  3. Submit the completed form to the Urssaf office in your place of professional activity.
  4. Wait for the exam : a health and social action committee examines each case and notifies you of the possible amount.
  5. Acknowledge the decision : it cannot be disputed.

A free service is available to guide you: Business Advisors will call you back within 5 days. The information sheet also links, under the "See also" section, to "Help! Support for self-employed workers in difficulty," a page from the Urssaf (French social security agency).

ADR assistance for self-employed individuals upon retirement: a numerical example (fictitious profile)

Situation. Daniel is a self-employed carpenter. He retires on July 1, 2027. Of his 172 quarters of contributions, 120 correspond to his self-employment, and the other 52 to salaried employment. For the sake of this example, we assume that he has reached the legal retirement age, that he is not liable for income tax in 2025 or 2026 (based on the condition "2 calendar years preceding retirement"), and that he still owes €14,000 in contributions.

Issue. Does Daniel meet the conditions regarding length of service and career, what are the deadlines for filing, and can the aid cover his debt?

Strategy. Compare your quarters to the thresholds on the form, date the deadlines from date to date, then compare the ceiling to the debt.

Result.

PointCalculationResult
Quarters of self-employment120 > 60Threshold exceeded
Years of membership120 / 4 = 30 yearsMore than 15 years
Part of the career120 / 17269.8 %, at least 50 %
Submission at the earliest (6 months in advance)July 1, 2027 minus 6 monthsJanuary 1, 2027
Deposit due no later than 12 months from departureJuly 1, 2027 plus 12 monthsJuly 1, 2028
Gap with debt14,000 - 10,000€4,000

In this scenario, even if the aid reached the maximum, €4,000 would remain to cover the assumed €14,000 debt. The actual amount is determined on a case-by-case basis, and the information sheet does not state that it reaches the maximum. If the application had to be submitted within the 6 months preceding departure, the window would run from January 1, 2027, to July 1, 2027. This profile is hypothetical. The figures illustrate the calculation and do not reflect your specific situation.

ADR assistance for self-employed retirees: what changes depending on your situation

  • Your status : sole proprietor, micro-entrepreneur or company director. The official sections do not overlap for micro-entrepreneurs or company directors.
  • Your career : the proportion of non-salaried quarters counts, not just the total duration.
  • Your taxes : the condition relates to the 2 calendar years preceding retirement.
  • Your payment status : whether the contributor is up-to-date or not, with different deadlines.
  • Your moment : before departure, in the year of departure or through combined employment and retirement.

The rule depends on your situation. No amount is promised.

Frequently asked questions

What is the maximum amount of ADR aid?

€10,000, paid in a single installment with no possibility of renewal. The amount is determined on a case-by-case basis according to income (service-public.fr, fact sheet F31263).

Can I apply for ADR certification before retiring?

Yes, for a future retiree who is struggling to pay their contributions: at the earliest 6 months before retirement. The aid is paid upon cessation of activity (form F31263).

Can the ADR be used to buy back pension quarters?

No. The information sheet specifies that it cannot be used for purchasing pension quarters.

Can a refusal decision or the amount granted be contested?

No. "The decision cannot be appealed," according to record F31263.

Can a manager of a SARL or a president of a SAS request it?

The information sheets consulted do not provide the same answers. The sheet on dissolving a company refers the manager to the ADR (French acronym for "Aide à la Régulation des Entreprises," meaning Business Debt Reduction and Restructuring Service); the ADR sheet indicates that it only concerns sole proprietors and micro-enterprises. Before filing, confirm your situation with the Urssaf (French social security agency) or business advisors.
