In summary…

A ranking of the "best wealth management advisors in Lyon" proves nothing unless it says Who established it, according to what criteria, and who funds it?. The only data you can control yourself is the registration with the’ORIAS (the official register of intermediaries), the approved professional association, the engagement letter, the method of remuneration, professional liability insurance, and the mediator. "Best," "No. 1," and review ratings are not verified.

Balmont Conseil, based in Lyon, is a consulting firm not independent In regulatory terms: we receive commissions paid by product suppliers. We do not claim any ranking, and this text does not establish one.

«"I found a top 10 list of wealth management advisors in Lyon, and three firms keep coming up. Which one should I call?" This is the question of a Lyon-based executive or manager who has neither the time nor the inclination to compare twenty websites. A ranking answers a different question than this one: it tells you who is highlighted on a single page, not who is competent for their case. The difference lies in three pieces of information that the page must provide, and six checks that you perform yourself in ten minutes.

1. What a ranking can prove, and what it cannot prove

A ranking is published by someone. This could be a media outlet, a comparison site (a website that connects internet users and professionals), a directory, or a firm talking about its peers and, sometimes, itself. It's not illegal in itself; but the reader must be able to answer three questions without having to search for them.

  • Who established the ranking? A name, a company, a contact. A page signed "the editorial team" without an identifiable company cannot be verified.
  • According to what criteria Which ones, with what weight, on what date, based on what data. "Editor's selection" is not a criterion.
  • Who pays? Do the professionals listed pay to be included, to be included, or to display a badge? Is the ranking compiled by one of the ranked firms?

A ranking that meets all three criteria is readable. One that doesn't meet any of them is a presentation page, not a ranking. What neither can establish is a hierarchy of advisory quality: no public register rates an advisor, and the best advisor for an executive preparing a sale is not necessarily the same as the advisor for an expatriate diversifying a contract.

Specifically. Look for the words "partner," "sponsored," "advertisement," "content provided by," and "featured" on the page. If these terms are absent and the page mixes firms, some of which have a commercial relationship with the publisher, you're missing essential information to assess the displayed ranking.

2. What the law requires of those who publish rankings or reviews

The DGCCRF (Directorate General for Competition, Consumer Affairs and Fraud Control) monitors commercial practices. Three rules overlap, and each applies to the publisher, not the reader.

  • Deceptive business practices. According to the DGCCRF (French Directorate General for Competition Policy, Consumer Affairs and Fraud Control), it "contains false information or information presented in a way that misleads the consumer"; it can also consist of omitting essential information. It is punishable by two years' imprisonment and a €300,000 fine, which can be increased to 10% of the company's average annual turnover.
  • Ranking and referencing platforms. An operator whose business relies on ranking or listing offers must inform internet users of the ranking conditions and criteria, whether the listing is free or paid, and any financial ties with the offeror, in a specific, easily accessible section. The DGCCRF (French Directorate General for Competition Policy, Consumer Affairs and Fraud Control) specifies that general terms and conditions cannot serve this purpose.
  • Online reviews. A business that claims its reviews come from consumers who actually purchased or used the product must have implemented verification measures; posting or having fake reviews posted, or altering genuine reviews to promote a product, is an unfair practice. The business must also indicate the date of the review, its ranking criteria, and any compensation offered for posting it.

These rules don't prohibit paid rankings. They state that rankings where the paid nature, criteria, or origin of reviews are concealed can be misleading. Whether a specific page falls under these regulations is the responsibility of the DGCCRF (French Directorate General for Competition Policy, Consumer Affairs and Fraud Control) and, if necessary, a judge: we are not evaluating any websites here.

For the technician. Consumer Code: Article L. 121-1 (unfair practice, contrary to professional diligence), Articles L. 121-2 and L. 121-3 (misleading actions and omissions), Article L. 121-4 (claim that reviews originate from consumers who have used the product, without verification measures), Article L. 111-7 (online platform operators: ranking, referencing, paid nature, equity link); Decree No. 2017-1436 of September 29, 2017, on information relating to online reviews. EU Law: Directive 2005/29/EC on unfair commercial practices, Article 7(2) (misleading omission, including when the trader "does not disclose their true commercial intent"); Annex I, point 11 (editorial content financed by the trader without disclosing it). Annex I, point 11 bis, introduced by Directive (EU) 2019/2161 (online search results without clear information on paid advertising or specific payment for better ranking); Annex I, points 23 ter and 23 quater (verification of reviews, fake reviews); Article 7 §4 bis (main ranking parameters, information deemed to be substantial).

3. The verification checklist: what is checked, what is not checked

Each line is processed in a few minutes, either on a public register or in a document that the firm must provide you. Print the grid and apply it to all firms, whether they are classified or not.

For the technician. AMF position-recommendation DOC-2006-23 (questions and answers on the CIF regime) states in question 4.5 that CIFs must not present themselves as approved by the AMF and must not use its logo, and in question 1.8 that they must ensure that the information provided to their clients is clear, accurate, and not misleading.

4. The six questions to ask the firm, classified or not

  1. What is your ORIAS number, and under which categories are you registered?
  2. Which accredited professional association do you belong to, and can you provide me with the certificate?
  3. Can you send me your engagement letter before any consultation meeting?
  4. Who is paying you for my case, and for what amount in euros?
  5. Is your advice independent or not independent in the regulatory sense?
  6. What is your professional liability insurance, and which mediator can I contact?

A firm that responds in writing to all six questions deserves a second meeting, regardless of whether it is ranked or not. A firm that relies solely on its reputation is not answering the question. The ORIAS register can be consulted at orias.fr. To determine if a financial site is authorized, the AMF details its verification steps and reminds users that "just because a site is not on the blacklist does not mean it is necessarily authorized": the list is not exhaustive.

Our position

Balmont Conseil is a simplified joint-stock company with a single shareholder, based in Lyon, established in January 2013. We have been supporting business leaders, families, and expatriates for nearly 14 years. We are a financial investment advisor and member of ANACOFI-CIF, an insurance broker, and registered with ORIAS under number 13003497. You can verify this registration before contacting us.

We are not independent In a regulatory sense: product suppliers pay us commissions on contracts signed, and customized services are billed as fees, according to the engagement letter. This status is legal; it requires us to disclose this before providing any advice, and to provide a price quote. We do not claim any ranking: no objective criteria exist to establish that an advisor is "the best" in a city, and we do not publish any rankings.

Frequently asked questions

Can a firm pay to be included in a ranking?

The law does not, in itself, prohibit paid search engine optimization (SEO). It does, however, require clarity: ranking and search engine platform operators must inform users about the criteria and whether the SEO is paid or free; all advertising must not mislead consumers, particularly through omission. If the page is silent on the matter, apply the criteria outlined in Part 3 as if the ranking did not exist.

Are customer reviews of a wealth management firm reliable?

They provide feedback on feelings, not on the quality of the advice, which depends on each individual's situation. The DGCCRF (French Directorate General for Competition Policy, Consumer Affairs and Fraud Control) notes that negative reviews are deleted, positive reviews are published faster than negative ones, and that fake reviews exist. Check if the site indicates a verification procedure, the date of the review, and any compensation offered.

Who should I report a ranking or review to if it seems misleading?

To the DGCCRF, which monitors business practices. If you have any doubt about the status of a financial professional, first check their registration with ORIAS, then contact the AMF or ACPR depending on their activity.
