The scheme for a general insurance agent: CAVAMAC

The retirement of a general insurance agent is managed by the CAVAMAC, one of the ten professional sections of the National Old-Age Insurance Fund for the Liberal Professions (CNAVPL). It manages three schemes: the basic liberal scheme (RBL), THE supplementary scheme (RCO) and the disability-death benefit scheme (DDS). Both pension schemes pay a pension in points: number of points earned × point value. The rates below are those for 2026.

Diet

Plate

2026 Membership Fee

Point value 2026

Basic scheme (RBL)

Professional income from the previous year, after a deduction of 26 %

8.73 % up to one annual Social Security ceiling (PASS, €48,060), then 1.87 % up to five times the PASS (€240,300). According to the 2026 administrative and financial report of CAVAMAC, the average base for the supplementary pension scheme is €296,415 (2025) for an average declared income of €115,443 (2024): income represents approximately 39% of commissions. For the typical case, we use 40%: €80,000 of income for €200,000 in commissions. This is a calculation hypothesis, which controls almost two-thirds of the pension.

2. What the tax base reform changes, and what it does not change

CAVAMAC applies the new social security base only to basic regime Income, before deduction of social security contributions, is reduced by a standard allowance of 26% (it cannot be less than 1.76% of the annual social security ceiling (PASS) or more than 130% of the PASS). The rate for the first bracket has increased from 8.23% to 8.73%, and the number of points at the ceiling has increased from 525 to 557. The supplementary pension scheme and the disability-death scheme remain based on commissions and are not affected.

For an income of €80,000, the base for the basic scheme is €59,200, above the PASS: the first tranche is contributed at its maximum, i.e. 4,196 € for 557 points, and the second, at 1.87 %, represents 1,107 € for 6.2 points out of 25.

A benchmark based on these values: one point in the first bracket costs €7.53 in contributions and pays €0.6599 per year, i.e. 8.8 % per year. One point in the second tranche costs €179.74 for the same payment: 0.4 % per year. Beyond the PASS (annual social security ceiling), the basic contribution buys very little pension.

3. At what age and under what conditions is the full rate granted?

Basic scheme : full rate at 67 years old. The legal retirement age is 64 for people born in 1969 and after, with 172 quarters required.

Supplementary scheme : full rate at 67 years old. Only incapacity for any work allows retirement without reduction from the minimum age.

Cessation of activity To liquidate the supplementary pension scheme, all activity that qualifies for membership must have ceased (supplementary scheme regulations, article 2). Retirement planning therefore involves the sale or transfer of the agency.

Surcharge : 10 % of the supplementary pension for a member who has had at least three children. It is not taken into account in the typical case.

In the typical case, the career spans 35 years of four quarters each, totaling 140 quarters, which is less than the 172 required for earlier retirement: the full pension rate is therefore obtained at age 67. Retiring at age 64 would result in a supplementary pension of 12 quarters × 1.25 (%) = 15 (%), or €3,333 per year.

4. He is single, has no children, and operates his business in his own name. His commissions are €200,000 per year and his income, before social security contributions, is €80,000, and remains stable. He will retire at 67, after 35 years of contributions and 140 quarters of pension credit, without having purchased any additional quarters. The 2026 values are fixed, and the amounts are in constant euros.

Issue. He relies on CAVAMAC for most of his standard of living. The calculation gives €35,230 gross per year, or 44.0% From his income: €13,007 from the basic pension scheme and €22,223 from the supplementary scheme (63 % of the pension). For this, he contributes up to €21,763 per year in 2026: €5,303 from the basic scheme, €15,320 from the supplementary scheme (contributed at 7.66 %), and €1,140 for disability and death benefits. The contractual contribution from the insurance companies (€5,000 at 2.50 %) is not deducted: the CAVAMAC contribution rate page does not detail its allocation to the contribution, so this amount is a maximum.

Strategy. He aims for 70% of his income, or €56,000 per year. He is lacking €20,770 per year for 25 years of retirement (from age 67 to 92). At a return of 3 % during retirement, this cash flow requires a capital of €361,672 at age 67. To reach that goal in 20 years with a return of 4,130 per year, he must save €12,146 per year, That's €1,012 per month (15.2% of his income). These two returns are calculation assumptions, not promises. He pays the maximum into a retirement savings plan (PER) and invests the remainder in life insurance.

Result. We assume a taxable income of €58,237 (income less the pension and disability-death contributions mentioned above, calculation assumption). Ten percent of this amount is €5,824, above the legal minimum of €4,710: its deduction limit is approximately €5,824 (BOI-IR-BASE-20-50-20). The payment falls entirely within the 30% tax bracket (%) of the 2026 tax schedule (from €29,579 to €84,577, Law No. 2026-103, Article 4): the tax saving is €1,747, The actual effort was €4,077. He paid the remaining €6,322 into a life insurance policy.

This calculation is an order of magnitude. It freezes the 2026 values for the entire career, including the reference coefficient and the value of the supplementary pension point, applies the 26 % allowance to the entire career of the basic pension scheme, and assumes a constant ratio of 40 % between income and commissions. It does not take inflation into account. It suffices to state the following: Even with a good salary, CAVAMAC does not replace your standard of living.

Sensitivity to the assumption about commissions is high, with equal income:

Commissions

Commission share of income

Supplementary pension

Full board

As a share of income

150,000

53%

16,667

29,674

37%

200,000

40%

22,223

35,230

44%

250,000

32%

27,779

40,786

51%

The more expenses the agency has for a given income, the higher the supplementary pension, but also the higher the contribution cost. The CAVAMAC points statement replaces any assumptions.

5. What each euro contributed to the supplementary pension scheme yields.

The reference coefficient is €8.1806 and the point is worth €0.4123 per year: the scheme's return is 5.04% per year, as announced by CAVAMAC. The euro of contributions that accrue pension rights is recouped after 19.8 years. However, the contribution is called upon at 121.6 %, and the portion exceeding 100 % does not accrue any additional rights (supplementary scheme regulations, decree no. 67-1169, article 2). For every euro actually called upon, the return falls to 4.14 %, meaning it would take 24.1 years of pension payments to recover it. This is a lifetime annuity, with no capital to be passed on: compare this to a flexible investment, where the capital remains part of one's assets.

6. What the PER allows you to deduct

Retirement savings plans are deductible from taxable income up to a certain limit. For a self-employed worker, this limit is the higher of 10 % of the previous year's taxable profit (capped at up to 8 times the Social Security ceiling) and 10 % of the Social Security ceiling. The applicable ceiling is that of the previous year (€47,100 in 2025): for a payment in 2026, this results in a minimum of €4,710 and a maximum of €37,680, according to the Official Bulletin of Public Finances (BOI-IR-BASE-20-50-20). Unused entitlements are carried forward for five years. Details of the mechanism are available on our page. PER deduction limit.

For this employee, the ceiling of approximately €5,824 covers 48% of the annual tax effort of €12,146. One point deserves attention: their pensions of €35,230 exceed the threshold of €29,579 in the 2026 tax brackets. €5,651 of their pension would therefore already be taxed at 30%, before any pension allowances, which are not considered here. A withdrawal from the PER (Retirement Savings Plan) would add to this income: at this level, the tax savings of 30% upon contribution are not offset by a lower rate upon withdrawal, and the PER is primarily a tax deferral. The individual PER remains the starting tool; it can be combined with other media.

7. Basic and supplementary pensions are added together and calculated in points.

At what age does a general insurance agent receive their full pension?

The retirement age is 67 for both the basic and supplementary pension schemes. The minimum retirement age is 64 for those born in 1969 and later. Early retirement results in a reduction of 1.25 times the supplementary pension amount per missing quarter until age 67. All general agent activity must have ceased before the supplementary pension scheme can be claimed.

How are points calculated for the supplementary pension scheme?

The number of points is equal to the contribution that generates rights (6.30 % of capped gross commissions) divided by the reference coefficient of €8.1806 in 2026, rounded to the nearest whole number. With €200,000 in commissions, this gives 1,540 points per year. Each point is worth €0.4123 per year.

Do insurance companies contribute to the agent's retirement?

The principal companies contribute financially to the supplementary scheme through a conventional contribution of 2.50 % of capped gross commissions in 2026. The CAVAMAC rate page does not detail the distribution of this contribution with the contribution called of 7.66 %.

Is the PER sufficient to bridge the gap?

No. With an income of €80,000, the deduction limit is approximately €5,824 per year, while the required contribution is approximately €12,146 per year. The PER (Retirement Savings Plan) can be combined with life insurance and real estate.

Our position

We start with your CAVAMAC points statement and contribution notices, not an average.
