Threshold, tax brackets, deductible debts, real estate investment companies (SCI and SCPI).

In summary…

Yes: a non-resident pays the French real estate wealth tax (IFI) only on their real estate assets located in France, as soon as their net value exceeds €1,300,000. However, the tax brackets start at €800,000, which means that beyond this threshold, the portion between €800,000 and €1,300,000 is also taxed.

Our position: what lowers the IFI of a non-resident is the well-documented debts on January 1st and the correct reading of the shares of SCI (French property holding company) and SCPI (real estate investment civil society), not the nationality or the address.

«I live in Singapore, my apartment in Lyon is worth a little over €1.3 million with my SCPI shares, and my bank is telling me I have to declare it.» The question from a non-resident owner rarely concerns the principle itself, which is already addressed in… our article on taxable assets and the threshold, But regarding net worth: what do we count, what do we deduct, what do we not count?

1. The threshold, the scale and the discount

The entry threshold is €1,300,000, the scale starts at €800,000

Portion of taxable net worth

Rate

Up to €800,000

0%

From €800,000 to €1,300,000

0.50%

From €1,300,000 to €2,570,000

0.70%

From €2,570,000 to €5,000,000

1%

From €5,000,000 to €10,000,000

1.25%

Over €10,000,000

1.50%

The threshold is assessed on the net taxable real estate assets as of January 1st: below €1,300,000, no tax is due; above that, the tax scale applies from €800,000. Between €1,300,000 and €1,400,000, a discount mitigates the effect of the threshold: it is calculated as €17,500 minus 1.25 times the net taxable value. Net assets of €1,350,000 thus pay €2,850 gross, less a €625 discount, or €2,225.

2. What is counted, and what is not

Assets located in France, either directly or through shares

Non-residents are taxed only on their real estate assets and rights located in France. Shares in SCIs, SCPIs, and other companies or organizations are taxed only in proportion to the fraction representing real estate located in France, by applying a coefficient to their value. Assurance-vie or unit-linked capitalization contracts are taxed in proportion to the real estate units (see Assurance-vie and IFI).

Excluded : shares in companies with industrial, commercial, craft, agricultural or professional activity, and shares in collective investment schemes, when the household holds a small share and, for these schemes, their assets include little taxable real estate (specific thresholds in notice 2042-IFI).

Detainees : shares in SCI and SCPI, up to the amount of their real estate fraction; the building held directly, at its market value.

Special cases : split of ownership (usufructuary or bare owner) and real estate-focused companies (shares of companies representing real estate assets).

The IFI applies subject to international tax treaties, and a treaty applicable to the former wealth tax is not necessarily applicable to the IFI: that of the country of residence is read on a case-by-case basis.

For the technician. Article 964 of the French General Tax Code (CGI) (scope: persons not domiciled in France, taxed on their real estate assets and rights located in France), Article 965 (tax base, including point 2: shares in companies taken into account up to the fraction representing assets located in France), Article 973 (valuation and assessment of shares, cited in the instructions for tax return form no. 2042-IFI, 2026 version), Article 974 (deductible debts). The tax brackets and the discount are available on service-public.fr (fact sheet F138). Agreements: BOFiP BOI-PAT-IFI-10-20 (the IFI applies subject to agreements; see also BOI-INT-DG-20-20-80).

3. Deductible debts

Debts existing on January 1st, borne by the household and related to taxable assets (acquisitions, renovations, property tax) are deductible. Two limitations to be aware of. Loans in fine (Capital repaid at maturity) and open-ended loans are deducted according to a formula that amortizes them annually. For very high net worth individuals, debt deductions are further capped (details in the tax return instructions). Debts owed to relatives, outside of normal loan terms, are not deductible.

Specifically. The document required in case of an audit is the loan amortization schedule, showing the outstanding principal as of January 1st. We request this from the bank in December, not May: the statement of outstanding principal is the one that avoids inaccuracies.

Worked example

Situation. A non-resident owner possesses an apartment in Lyon (market value €1,000,000, not their primary residence) and shares in a French real estate investment trust (SCPI) worth €700,000. As of January 1, 2026, €220,000 of the principal remains due on the loan used to purchase the apartment (amortizing loan).

Issue. He does not know if he exceeds the threshold of €1,300,000, nor if the debt changes anything.

Strategy. Add up the assets taxable in France, deduct the related debt, apply the tax scale.

Result. Net worth: €1,000,000 + €700,000 - €220,000 = €1,480,000, above the threshold. Wealth tax (IFI): 0.50 (%) × €500,000 = €2,500 plus 0.70 (%) × €180,000 = €1,260, i.e. €3,760 (no discount beyond €1,400,000). Without the debt, €1,700,000 would yield €5,300: the deduction saves €1,540.

Hypotheses. Values as of January 1, 2026; no allowance for main residence (the property is not the main residence inhabited by the owner); no other debt, no cap; 2026 scale; SCPI shares already reduced to their French real estate fraction. Illustrative example, calculated using the rules in force on 23/10/2026.

4. File an error-free declaration from abroad

The IFI (French wealth tax) return for non-residents is sent to the Non-Resident Tax Office in Noisy-le-Grand. For the 2026 tax year (assets as of January 1, 2026), the deadline was May 21, 2026 for online returns for residents abroad, and May 19, 2026 for paper returns. A return can also be filed by an agent, legal representative, or heir, with supporting documentation.

For the calculation of a resident's IFI (French wealth tax), see the same scale for residents.

Our position

A wealth tax return is being prepared in December.

The value is that of January 1st: the debt amount, the property valuation, and the real estate portion of the SCI or SCPI shares are fixed on that date. We prefer a file compiled in December, with bank statements and share values, rather than a reconstruction at the time of filing.

Frequently asked questions

Is a non-resident subject to the French wealth tax (IFI) on their worldwide assets?

No. He is only taxed on his real estate assets and rights located in France, below the same threshold of €1,300,000 as residents.

Are SCPI units included in the IFI tax base for a non-resident?

Yes, up to the fraction representing buildings, according to a coefficient applied to their value; they are excluded only in the cases provided for collective investment schemes with few holdings and few real estate holdings.

Is my loan deductible from the IFI (French wealth tax)?

Yes, debt existing on January 1st and related to taxable property is deductible. Bullet loans are deductible in decreasing proportions, and debts owed to relatives outside of normal circumstances are not.

Are you a non-resident and a property owner in France, either directly or through a SCI or SCPI?

The first meeting is used to establish the net worth as of January 1st, identify deductible debts and decide on the ownership structure.

Are you a notary, lawyer, or chartered accountant? And if a non-resident client exceeds the IFI threshold?
